As a core function of The Tai Initiative, the sub-national network seeks to include all American and Chinese institutions, whether national, state, university, municipal, business, or small group associated, that share or are involved in, a bilateral relationship with Chinese or American counterparts.

The vast majority of subnational engagement on the China side comes from businesses and the government.  Sadly, China has yet to develop a robust civil society to support the creation of subnational organizations outside the provincial (and lower) levels of the Chinese Communist Party and the provincial government bodies.
